Energy Code Plans Analysis
| We begin by establishing the window to wall ratio (the percentage of fenestration products, e.g. windows and doors, to
opaque walls). This determines what cost effective options best fit the building design (i.e. SEER on A/C, R-value of insulation, U Factor
on windows). |

- Provide builder with options for code compliance to give cost saving options in glazing and/or HVAC.
- Verify design values to
obtain compliance on RES/check or prescriptive method.
- Provide required documentation for permits.

Residential Energy Code Inspection
First inspection is made after insulation and prior to drywall. It includes:
- Field verification of items provided on compliance form.
- Notification to builder regarding discrepancies or deficiencies.
- Discrepancies will need to be corrected and re-inspected.
- Glazing & Doors - Installed properly and meet or exceed design criteria.
- Inspection to confirm all penetrations of the building envelope are properly sealed.
- If minor envelope deficiencies jeopardize a
green tag, we can resolve for an additional charge.
- A/C, Heating & Duct efficiency and installation.
- Insulation - Correct
R value & installation, per manufacturers specifications.
- Field verification that items are installed correctly and per plans
specifications. If not, bring to builder's attention and refigure energy compliance form to attempt compliance.
(Note: If compliance is not obtained at first inspection, an additional re-inspection will be performed at no charge.)
The
final inspection is performed after attic insulation is in place and prior to final municipal inspection includes:
- Verify no changes in building envelope
- Verify attic insulation matches design
- Submit signed compliance form to builder

What You Need to Know About Texas Senate Bill 5
The passage of Senate Bill 5 (SB5) by the 77th Texas Legislature introduced a sweeping change in the state's approach to clean air
and energy efficiency. The bill was enacted in 2001 to assist the state in complying with the Federal Clean Air Act and contains new
energy-efficiency measures for buildings that are designed to decrease energy consumption while improving air quality. |

New Energy Code Implementation Requirements
As per Sec.388.003, all Texas counties must adopt:
- Energy efficiency chapter of International Residential Code for single-family residential construction.
- International Energy
Conservation Code (IECC) 2003 for all other residential, commercial, and industrial construction.

Energy Reduction Requirements
As per Sec. 388.005, political subdivisions in 38 affected counties shall:
- Establish a goal to reduce electric consumption by 5% a year for five years beginning Jan. 1, 2002.
- Implement
all cost effective energy efficiency measures in existing facilities to reduce consumption.
- Report to the State
Energy Conservation Office (SECO) annually regarding efforts and progress, and, if goal not met, provide justification that all
available measures have been implemented.

Who Must Comply?
All political subdivisions in 38 counties must comply with the energy reduction requirement. The latter applies to those counties
with the highest levels of air pollution and affects more than 70 percent of Texas' population. A political subdivision is defined as an affected
county or political subdivision other than a school district in a non-attainment area or affected county. A list of these affected counties follows:
